A claim with no checkable detail does not publish, however loud it is. We would rather miss a story for an hour than carry a scare that turns out to be nothing.

Attribution follows the same discipline: a criminal group's own claim is written as a claim, a vendor's attribution is credited to that vendor, and where nobody has published an attribution the entry says so.
